With advancement of technology refineries is applying secondary process with catylitic cracking process in order to extract more from the crude oil to become lighter products such as lubricants base fuel, aviation and automation fuel, chemical feed stock,etc due to higher demand and price for this products. Therefore from earlier years where they waste product of above which is the heavy fuel oil is about 35 % of this process have dwindled down to only 10% of the waste product with advancement of technology
This has caused the fuel oil quality to become from bad to worst over the past years due to advancement of extraction technology in the refineries process and also have make the fuel oil to become very easily unstable, incompatibilie when mixing, sludge formation, high impuritieis,etc.
Fleet manager have always overlook on the fuel aspect when analysing breakdown, unscheduled maintenance of the engines. With the worsening fuel condition nowadays we have to look at fuel additives to protect the engine from the invisible damages that we can't see and predict either by the fleet managers ashore and the crews onboard. Sometimes even a fuel oil that met the specification does not mean it would not cause a short or long term damages to the engine. A fuel oil specification is just an industry standards which the standard are set by a board which mainly majority consist of suppliers of bunker and refineries in the industries with very limited participation from the owner or consumer side. Therefore we can see the standards being set is mainly on ther commercial side of the business rather than to set a better standards for the the fuel quality out there.
